I doubt very much if you will get the massive deal you are seeking, there are many online suppliers in the UK, but margins on Peco, Hornby, Bachmann etc., are very limiting. Margin on train sets for instance is only around 5%, they aren't really worth stocking but everyone stocks them as people want them.
There are the two big discounting warehouses such as Hattons and Rails who now own 91.7%(recent traders survey) of the UK model railway market but even then you won't find mega cheap prices. Bear in mind if you go down the discount warehouse big boy route you will forefit the support of your local small dealer. Generally speaking the best after sales service for repairs etc., tends to come from the smaller shops and if you don't support the small shops they will go as they are doing at the moment.
Your best bet is a train fair or small dealer, you may find they have good used peco track. It is quite common at train and toy fairs to find dealers with boxes full of good secondhand track, some times you find boxed Peco track that hasn't even been used and is going for bargain prices at these events. The same is sometimes true of small dealers.
I had a big box of surplus Peco Setrack and Streamline code 100 in just before Xmas, it was surplus to the owners requirements, he had built a massive layout and had over purchased, so I put the items in one of my track boxes with a small markup for myself and they went very quickly most points were still in their boxes.
